I found the program I was thinking of. It’s the “Rekindle Curiosity” program, which has used over $1Million in Federal Covid funds to support at-risk adolescent mental health during summertime. https://nhcbha.org/more-than-1m-distributed-to-new-hampshire-youth-for-summer-camp/
I went down the rabbithole to find details on the funding. It appears any Federal grant money related to “education” or “mental health” is tied to ‘web resources’ and ‘further information’ which promotes pro-trans, leftist, and anti-family policies on the Federal webpages. It’s literally unavoidable.

My “bottom lines” are these:
1) NH Executive Council members, the Joint Legislative Fiscal Committee https://www.gencourt.state.nh.us/lba/budget/fiscalCommittee.aspx (which is tasked with approving “all non-state grants over $100,000”) and the staff at Edelblut’s NHDE office had better be reading all the fine print before they approve these billions in “federal” (Democrat) grants. Do they??
2) It becomes difficult to fire or discipline any New Hampshire teacher, school principal or school administrator who hangs a trans flag in a classroom and preaches strange gender identities – when this money is flowing in. That teacher can do the same research that you & I do on funding sources – and legitimately claim “Hey, the Federal HHS/ Medicaid grant money we received encourages gender-affirming classroom strategies – I was just following Federal guidelines!” If the money’s been approved by our “elected officials” – we’re stuck.

Edelblut’s NH Dept. of Ed approved a new state program a couple years ago called “Rekindle Curiosity,” providing federal subsidies to families of at-risk children with mental-health issues to attend summer activities camps. NH DE partnered with “NH Community Behavioral Health Association” (CBHA) to spend the Federal funds on the program. FYI, CBHA openly opposes parents rights bills and supports “gender affirming” care bills in Concord, see p. 7 here: https://nhcbha.org/wp-content/uploads/2024/05/FY2023-Annual-Report-FINAL.pdf. CBHA is 68% funded by Medicaid, which (of course) is administered out of D.C. Rekindle Curiosity has spent $1,100,983, so far.

These NH HHS funds tend to be coordinated through the U.S. Department of Health and Human Services (HHS), through the Substance Abuse and Mental Health Services Administration (SAMHSA).
SAMHSA is a total moral cesspool now under Biden and gives numerous LGBT/pro-Trans links: https://www.samhsa.gov/behavioral-health-equity/lgbtqi, linking to various webpages providing “a list of professional training curricula to improve the health and well-being of the LGBTQI+ population” along with “Gender Affirming Care” guidelines.
