ANALYSIS

This bill:

I. Creates an in-state tuition requirement for students of higher learning institutions to be eligible for voter registration.

II. Creates a requirement for in-state tuition-paying students to produce a copy of their tuition bill when registering to vote in the state.

III. Requires the university system and community college system to provide a list of eligible in-state student voters to the secretary of state.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Twenty Three

AN ACT relative to out-of-state college students voting.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Voter; Office Holder; Eligible Student Voters. Amend RSA 654:1, I-a to read as follows:

I-a. A studentthat qualifies for in-state tuition and provides a copy of their tuition bill[ofany]from theirinstitution of learning may lawfully claim domicile for voting purposes in the New Hampshire town or city in which he or she lives while attending such institution of learning if such student’s claim of domicile otherwise meets the requirements of RSA 654:1, I.

2 Creating a Student Voter List; University System; Identification Cards. Amend RSA 187-A:2-c to read as follows:

187-A:2-c Identification Cards; Student Voter List. If a college or university of the university system issues identification cards to students, all cards issued after January 1, 2014 shall bear a date of issuance[.], and the university system shall provide a student list of eligible in-state student voters to the secretary of state.

3 Creating a Student Voter List; Community College System; Identification Cards. Amend RSA 188-F:3-b to read as follows:

188-F:3-b Identification Cards; Student Voter List. If a college of the community college system issues identification cards to students, all cards issued after January 1, 2014 shall bear a date of issuance[.], and the community college system shall provide a student list of eligible in-state student voters to the secretary of state.

4 Effective Date. This act shall take effect 60 days after its passage.
