The state average for reading proficiency is below 50%. Over half our kids are not proficient in reading!
Is that acceptable in NH? Is that acceptable to you?
HB 437 will mandate changes to the way reading, if taught in NH public schools, to be in line with research done over the past several decades and supported by every major literacy group in the nation. The bill was drafted with input from national experts.
The attached petition calls on the House Education Committee to support passage of the bill when they vote next Monday.
Please consider signing the petition and passing it on to your friends.

According to the Nation’s Report Card 2022, 63% of New Hampshire’s 4th grade students are not proficient readers. The percentage of students in New Hampshire who performed at or above the NAEP Proficient level was 37 percent in 2022. This percentage was not significantly different from that in 2019 (38 percent) and in 1998 (37 percent).
Currently used programs and popular instructional practices have been disproven and are failing New Hampshire’s students. The passing of HB 437 is needed to ensure that our children are provided with evidenced-based instructional methods and materials that will help them achieve reading success.
- Universal Reading Screener 3x/year for students in grades K-3 to identify students who are at risk for reading failure
- Evidence-based instructional methods & materials for all students in grades k-5
- Evidenced -based reading intervention for students at risk for reading failure
- New Hampshire teacher preparation programs to prepare teacher candidates to utilize evidence based instructional practices that align with the science of reading.
- Parent/Family involvement
- Community engagement
- Reading Improvement Grants
