In Part 2 Art. 32… There is not a lot of confusion or room for interpretation in the statement below. It was drafted during a time when computers were not even thought about so one would say our Forefathers meant that our ballots are to be hand counted. You do not have to be an attorney, lawyer or Constitutional scholar to understand what our Forefathers intended this section of the NH Constitution to mean.

OUR votes are to be HAND COUNTED, until WE THE PEOPLE AMEND OUR CONSTITUTION, period!

The Legislative Administrative Committee voted today to send HR 25 to a committee to, “interim study it,” instead of supporting it as OTP and sending it to the full house for a vote. What is there to study? Please read Part 2 Art. 32 for yourself.

We have not had Constitutional elections since 1979! HR 25 would have brought us back in line with the NH Constitution. It would have made our elections Constitutional again by removing the voting machines and having all our ballots hand counted in NH. It would have made our our election officials process our absentee ballots Constitutionally, everyone needs an affidavit envelope with a valid signature, and only allowing people who are physically disabled and physically out of town on election day to get an absentee ballot.

[Art.] 32. [Biennial Meetings, How Warned, Governed, and Conducted; Return of Votes, etc.] The meetings for the choice of governor, council and senators, shall be warned by warrant from the selectmen, and governed by a moderator, who shall, in the presence of the selectmen (whose duty it shall be to attend) in open meeting, receive the votes of all the inhabitants of such towns and wards present, and qualified to vote for senators; and shall, in said meetings, in presence of the said selectmen, and of the town or city clerk, in said meetings, sort and count the said votes, and make a public declaration thereof, with the name of every person voted for, and the number of votes for each person; and the town or city clerk shall make a fair record of the same at large, in the town book, and shall make out a fair attested copy thereof, to be by him sealed up and directed to the secretary of state, within five days following the election, with a superscription expressing the purport thereof.

Amended 1792 generally rewording section.
Amended 1889 substituting “January” for “June” regarding notification to secretary of state.
Amended 1958 substituting “wards” for “parishes” and added reference to city clerks.
Amended 1974 substituting “December” for “January” and “twenty” and “thirty” regarding notification to secretary of state.
Amended 1976 changing notification to 5 days after the election.

Please let our legislatures know we are not happy with their decision to move HR 25 into a study committee…
