A New Tool for School Consolidation and Taxpayer Savings

Some residents in the Kearsarge Regional School District are looking to use new RSA 194:3-f, enacted through HB 1374, to petition for a public vote on closing underutilized schools facing millions of dollars in repairs.  The law takes effect October 8, 2026.

Under the new law, just 20 registered voters can petition the school board to hold a public meeting and ballot vote on discontinuing a school.  The law also provides a separate municipal preservation option if voters approve a closure (and that municipality essentially assumes all costs).  

This gives taxpayers a new way to consider whether continuing to operate and make major capital investments in underutilized buildings makes financial sense—and whether consolidation could better align facilities with declining enrollment.

The Kearsarge discussion illustrates the potential. According to a recent Concord Monitor report, repairs are estimated at $3 million for Simonds Elementary and $2 million for Sutton Central Elementary, while a study estimated that closing the two schools could produce at least $9.5 million in savings.  See full article:

As enrollment declines and aging school buildings require increasingly expensive repairs, we may see more communities facing these same choices.  School consolidation can provide an opportunity to eliminate unnecessary facility costs, reduce taxpayer burdens, and redirect resources toward educating students.

The Kearsarge discussion is a good example of why local voters should be informed and engaged as these decisions come before them.
