This bill requires that parents give affirmative consent to have their child take the CDC youth risk behavior survey. Currently a parent can opt out, but only if they even know the survey is being given. The survey contains a lot of violent and sexual content that some parents object to.

I was shocked to learn that currently, if a minor child has a public library card, their parents do not have the right to access what books and audio visual materials they check out. Wild. This bill requires that parents have access to those records.
